This class builds and holds the NetscapeCAPolicyURL extension. The value is an IA5String. It is a relative or absolute URL that points to a Web page that describes the policies under which the certificate was issued.

The ASN.1 definition is as follows:

Decode the value. The input is the BER encoding that was wrapped in the OCTET STRING.
